Fat pad skin?

So I have noticed recently that when I am finally reaching my complete stretched potential that my fat pad seems to limit this?

Not the actual fat but the skin attached to the base of my penis onto my lower abdominal. Is this normal and is it affecting my potential gains? I believe that I could potentially stretch further but this skin tugs quite tightly onto me.
