Just looked at the video. :) The mask and flex tube are unrelated to his use of electrical stimulation, except to the extent that he chooses to use them both at the same time in his pursuit of sexual satisfaction.

Safety is an issue, of course. Many of these sorts of devices are battery powered, which makes things safer. There are people who experiment with homemade devices, some of which are powered by line current, and those are riskier.
