I want to start using rice sock wrap instead of taking hot shower to warm up, can I use the same rice in the same sock every single time?

Yes. Switch it out if it starts to smell or something.

Another question I am just doing newbie routine 5 min wrap up, 5 minute stretching all directions, I stretch south, horizontal, vertical, west, nw, east and north east. After I stretch vertically I always get a rock hard boner and I know your not supposed to stretch like that but what can I do to let the erection go away?

Then I do 10 min of jelqing and I lose erection hard to keep it..

Then I go hot shower do some kegels and thats it. 2 days on 1 day rest.

If you want to lose a erection quickly, try pinching the head of your penis. That should do the trick.

Well again same problem can’t lose erection even if I pinch it when I’m stretching.. So I just completely stopped because I’m not sure if it’s bad to stretch with an erection? Is that bad? What if it slike 40 to 60 percent erection when doing manual stretches?

Don’t stretch or jelq with a hard on. 50% is good for jelqing and probably is OK for stretching.

I was like you and had a very hard time staying part way hard to jelq.

Try cold water to make it soft.

Not more than 40%. Best that I can offer. Never heard of anyone getting a serious injury while stretching his erect penis, but anyway don’t pull full force first weeks, progressivity is almost always a good rule.
