Can a vasectomy make your balls hang lower

I am thinking on getting a vasectomy as soon as I find out if my wife is having a boy or girl. Can a vasectomy make your balls hang lower? If not, can they cut something to make them hang lower while they are it. I have always had high hangers, I have been doing stretches on them for 2 years now, really hitting hard for a year. I do notice a little more hang out them. I am approaching 40 so I may end up with the old man balls syndrome anyway.
