I think almost everyone here who balloons does it as one part of a routine with other exercises, which makes it difficult to know what gains are coming from the ballooning alone. One guy here has said he only balloons and I remember him claiming some length and girth.
Personally I see ballooning as such a ‘mild’ exercise, I cannot imagine it doing anything for size unless it was done for at least an hour at a time by itself.
The CS is easier to stretch than the CC so that is where most girth increase comes from. The CCs give more width, but are harder to enlarge, and ballooning would not provide enough force alone, IMO.
If you do want to get the most out of it, I would do it after jelqing when the tissues have already been made more flexible and ready to stretch. It would probably be best done straight after jelqing, but leaving it an hour of two would not reduce results much.
If you have done only ballooning, it’s so mild you wouldn’t need a warm down. Ballooning after a gentle routine would act like a warm-down anyway. If you have done a full, more strenuous routine, you should try with and without a warm-down, and see which gives you better flaccid hang afterwards.
