The question is: when does it happen? If it’s happening right after your PE workout, i.e. as a result of doing PE, then I’d say that it’s because you are using too much force with the exercises.
If you find it’s happening here and there. Like you are not doing anything much, but go the bathroom or something, and happen to notice that it’s a little cool to the touch, that could well be normal.
If it’s always cool to the touch, get it checked out.

I disagree with this. It is my understanding that the BC muscle is a similar type of muscle as the abdominal muscles, and can be worked everyday. It is not necessary for it to ‘recover’ the way your biceps, etc., do.
I work my BC muscle every day and it does not ever have anything but a positive effect.

That’s what it sounds like to me, too. Youngswolen seems to have a typical case of exhausted penis.
I’d say take a break from PE for a week. Don’t masturbate or even edge for at least that amount of time as well.
When you do go back to PE, follow the Newbie Routine exactly, from warm-up to ending with Kegels (non-erect Kegels, just so we’re clear). And while doing the exercises practice use of moderate force. Don’t beat up on it, just stretch it, and jelq it using slow, steady pressure that is not intense at all. Take rest days and don’t jack-off every chance you get.
I bet you see improvement.
