Two weeks is nothing. Make sure you know your "before" size. Then in say 3-6 months (yes that long), measure up and see how you are then. It takes a long time, and being consistent is what usually is the deciding factor in gaining or not. I usually measure once a month or so.

More elastic is what you are looking for. You want your dick to feel like it is an old, worn out rubber band. That will eventually lead to a larger flaccid gain, and potentially a longer penis. Jelqing at 60% is good. You don’t want to jelq with a hard-on. More like a "semihard-on". You will get a bit thicker after the jelq session, then it should subside back to your normal size after some time.

Sounds to me like it is a "lymph fluid" buildup if this bump is basically directly below your glans. I used to get it, but ever since my shaft skin stretched out, I haven’t gotten it back since.

This has been talked about on here a lot (and it’s okay to ask). Some people say "Measure up after at least a month to a few months", and others say "Measure frequently so you can track gains." It’s up to you really. If you measure frequently, then you may be disappointed since gaining in PE takes a long time.

However, if you were circumcised and they cut your skin really tight, you might be able to "stretch" your scrotum (do a search for ‘ball stretching’) and it will ultimately make your balls hang lower. Now SOME people (very few) have claimed that once their balls hung a little lower, they got a bit bigger since they weren’t so close to their natural body heat. It’s never been confirmed (i.e. no one has ever measured before and after pics to my knowledge) though.
