Advise on how not to stretch foreskin

I’m 19 years old, and was circumcised due to medical reasons at 16, unhappy with the amount of skin taken off, I did it again at 18 and am finally content with the amount of skin. It’s not super tight, but enough that there head does not get covered when sitting (although I can pull it and stretch it to do so).
It sounds weird but I’ve always wanted to have the tightest skin possible, and although I haven’t done much about it, I have always masturbated with lube and rarely touched the skin on the shaft as to not stretch any more.
Another one of my great life issues is that I have a fairly small (meh.. Average) member, and would like an inch or so. I’ve been doing PE for the last 2 days, but can’t seem to find a method where I don’t force the skin of the shaft up, or hold it back but seem to stretch it.

Is there any way to successfully do PE exercises but not stretch the skin?
Can the skin be *shrinked*?

A bit of an unusal request! As it is difficult not to do some stretching . But It might be better to hold back on stopping foreskin growth at the moment as you might well make gains which will make the foreskin too tight and give you discomfort.

Jelqing with a lighter grip might assist.with plenty of slippery lube Or, as an experiment just try jelqing half way along the shaft ie from the middle to the glans.

But you will have to experiment on that.

I can’t imagine why someone who twice chose penile reduction now wants PE.

I would think the method least likely to stretch the skin would be a vacuum tube.
