I agree that the newbie routine is a good place to start. Personally, after about 3 weeks of serious PE I’ve already gained approximately 1.5 cm in length. Really, the newbie routine is a good basic routine for PE, and if you slightly increase it by adding a minute a week it can take you far. There are a lot of guys here who see consistent gains for over a year on it!
The common advice on hanging is that yes, you can do it as a newbie and some people have had great results, but it’s also VERY easy to cause serious injuries from things like hanging, clamping, traction devices, etc. I advise you to stick with the newbie routine for at least 6 months before you venture into the more extreme techniques. You may find you don’t need them, and they aren’t worth the risk if not necessary. Supplements promising gains are a scam, as well.
Also, as for the Indian vs. EU penis statistics, most studies I’ve seen say that there are subtle differences across ethnic groups and continents, but it’s not that much. Maybe 3-4 cm separate the shortest groups from the longest, and Indians are somewhere in the middle. Don’t let porn, media hype, or female gossip make you feel inferior. Those are not accurate representations of what most men have, nor are they what most women are really experiencing.
As you get into PE, I also recommend you work on your overall health. Visit a doctor for a good physical. If you have issues with erection quality, it may be due to hormonal or circulation problems that require medical attention. If not, exercise and try to eat a healthy diet—avoid junk food or alcohol. Poor nutrition or health habits can cause all sorts of ED problems, while good overall health can improve them— athletes and body builders (no steroids!) who do not do PE still tend to have slightly larger penises than average. Better, harder, fuller erections are also bigger erections, and I believe that many beginners’ gains often come more from better EQ than from real “growth.” I believe that’s been the case with mine, and I couldn’t be happier.
